Understanding Deepening Democracy

Democracy is not just about the right to vote in a Government – important as it is. It is about a whole set of rights, which citizens must be afforded if a Government is to be open, accountable and participatory. Democratic governments are those in which fundamental human rights of individual citizens are protected by the collective and in which views of the population-at-large, not just a ruling elite, are reflected in the actions of government.
